Talking About Public Security in Maré aims to promote critical debate about public security with residents, professionals, and activists who work at Maré. The initiative includes a series of training activities, knowledge production, dissemination of knowledge and the construction of new narratives about public security based on the experiences of the Maré’s favelas. Among them are the "Conversation Cycles" training and the periodic publication of article notebooks with texts from participants, contributing to the construction of multiple narratives about the phenomenon of public security.

Since 2021, Talking About Public Security has been part of the Eyes on Maré project, as part of the reformulation of the axis of the Right to Public Security and Access to Justice, as it operates on the fronts of monitoring and knowledge production.

Starting in 2022, the Conversation Cycles gave rise to the 1st International Congress Talking About Public Security, with thematic panels on: structural racism and its impacts on the Brazilian justice system; mothers of victims of violence and neglect by the State; government programs and policies on public security; alternative experiences in the production of non-governmental public data on violence, among other themes. All panels were recorded and will be available soon on Redes da Maré's YouTube channel.

INTERNATIONAL CONGRESS IS UNPRECEDENTED IN RIO DE JANEIRO FAVELA

"Public security was not a right established in the favelas of Rio de Janeiro. It is a human right and needs to be established and recognized by the state and civil society. The Congress has this perspective of experiencing what public security is in a region that, as everyone says, does not have it," stated Eliana Sousa Silva, founder and one of the directors of Redes da Maré, at the opening of the 1st International Congress Talking About Public Security in Maré, organized by the axis Right to Public Security and Access to Justice. The meeting was held between August 9th and 12th, 2022, and brought together more than 300 people, including Maré residents, students and researchers, to discuss and present works on the central theme: "Public Security and Violence: Contradictions, Social Control, and Challenges for Guaranteeing Structuring Rights," at the Maré Arts Center, one of the institution's facilities.

On the day before the International Congress, the 1st Congress Talking About Public Security with Children and Adolescents from Maré was opened, which brought together 183 children and adolescents up to 16 years old.

NOTEBOOK 1 - TALKING ABOUT PUBLIC SECURITY IN MARÉ (2019)

In "Life in the Favela: Reports on Daily Life Amid Armed Violence," the texts have in common, in addition to the deep experience of living in the Maré territory, the belief in the need to affirm the favela as a part of the city that cannot be just a slogan. Favela residents have learned that, to have their territory effectively recognized, they must be organized to defend their rights and place in the city.




NOTEBOOK 2 - TALKING ABOUT PUBLIC SECURITY IN MARÉ (2021) | LIFE IN THE FAVELA: REPORTS ABOUT DAILY LIFE AMID ARMED VIOLENCE

Due to the Covid-19 pandemic, for the first time, the training was held remotely, which allowed for a greater number of participants, including residents and activists from other favelas of Rio and other states in the country. In this second edition, the central theme was Racism, Youth, Drug War and Armed Violence in the Favelas, in the context of the challenges of the pandemic in the public security policy in favelas and popular territories.




NOTEBOOK 3 - TALKING ABOUT PUBLIC SECURITY IN MARÉ (2022) | ARTICLES FROM THE INTERNATIONAL CONGRESS TALKING ABOUT PUBLIC SECURITY IN MARÉ

The Congress program also included presentations of works by selected participants. With the theme "Public security and violence: contradictions, social control and challenges for the guarantee of structuring rights", 28 articles by different authors are included in the publication in the following categories: [i] result of empirical research; [ii] experience report; [iii] reflection / theoretical-methodological study. The articles are also divided into five thematic axes: [i] Expansion of citizenship power, social control and human rights; [ii] Capitalism, racism and police brutality; [iii] Socio-racial inequality, access to rights, care, reception and support of victims of violence; [iv] Media, communication means and favela; [v] Production of urban space, public security and favela.
