The "No More Violence Forum! Another Maré is Possible..." is a space for thematic and proactive debates in the field of public security policy in Maré. It is the result of a collaboration among residents of Maré, Associations of Residents of the 16 Favelas of Maré, community leaders, public and non-governmental institutions within the territory.

Since February 2017, these actors have been meeting monthly to discuss paths that, in the short, medium, and long term, contribute to the consolidation of the right to public security in the 16 favelas of the neighborhood. They are thinking and constructing collective strategies in the face of rights violations situations in Maré. The Forum's work began with the escalation of violence in Maré. in 2016.


With the goal of putting an end to violence, different segments of society, including Redes da Maré, have been meeting monthly in conversation circles, meetings, and community mobilization activities to devise strategies to confront these forms of violence. The meetings proposed by this Forum aim to build paths and collective spaces for listening, support, and proposal formulation that allow us to act and confront, in an organized manner, this process of claiming the right to public security in Maré.

The meetings take place every second Tuesday of the month, at the auditorium of Bahia Municipal School, from 10 AM to 12 PM.

The Maré March was an event organized in 2017 by the " No More Violence Forum! Another Maré is Possible..." due to an escalation of violence in Maré. In the first three months of that year, 13 residents were killed, and 17 were wounded in police operations. Health and education services were interrupted, with 17 days without health care and 11 days without school, during that period. The March aimed to draw the attention of public authorities and the entire society to the issue, which should concern everyone. On that day, more than 5,000 people walked the streets of Maré.

Harm Reduction Plan for Violence in Maré (2018)


The organization of the proposals systematized in the document contributed to the construction of a Harm Reduction Plan for Violence in Maré. A public consultation was conducted with residents on the streets and through Redes da Maré’s social media. The Forum received responses from 287 people, and there was a public debate that brought together about 100 people who discussed and brought proposals to reduce armed violence in Maré. The guiding question of the debates was: "What can the State do to decrease violence in Maré?"

 

 


Manifesto Letter from the No More Violence Forum! Another Maré is Possible... (2017)


Manifesto letter produced by Maré residents, Associations of Residents, and institutions that operate in the territory. It describes the reasons why the Forum demands an end to violence in Maré. It is unacceptable that all who live and work in Maré must experience situations of violence in a daily basis! This array of violence brings emotional, physical, and financial harm to everyone who lives and moves through Maré, directly impacting the social and economic development of the region.

HIGHLIGHTS

2022

In May 2022, the website of the "No More Violence Forum! Another Maré is Possible..." was launched. A wheatpasting activity with the site's QR Code was carried out on the streets of Maré for dissemination. Alongside efforts to promote the Forum's work, the team closely followed the progress of ADPF 635, known as the "Favelas ADPF," judged by the Federal Supreme Court, a milestone in the struggle to reduce police lethality in the favelas.

2021

On April 16 and 19, 2021, the Federal Supreme Court (STF) held a Public Hearing to discuss strategies for reducing police lethality in the state of Rio de Janeiro. Members of favela movements, mothers of victims, Black movement representatives, the Public Defender's Office of the State of Rio de Janeiro, the State Public Prosecutor's Office, educational institutions, and civil society organizations participated in the hearing.

2020

During the first year of the coronavirus pandemic, the Forum's team joined forces with residents, social organizations and services in Maré for mutual aid and rights assurance efforts, during the "Maré Says NO to the Coronavirus" ,campaign organized by Redes da Maré.

2019

Public entities visited Maré: The National Human Rights Council and a delegation from the Federal Public Prosecutor's Office. A recommendations report was elaborated and submitted to the federal government. | In July, an event celebrating two years of the "March against Violence in Maré" was held at Peace Square. | A mobilization was carried out to reinstate the ACP of Maré, through letters and drawings from children and youth from Maré, called the "Letters from Maré." In August, over 1,500 letters and drawings requesting peace for Maré were delivered to the president of the Rio de Janeiro Court of Justice. | Ecumenical event held in honor of victims of armed violence in December | Cine-debate in honor of former Rio de Janeiro councilor and Maré offspring, Marielle Franco, with students from the Maré Youth and Adult Education Center (CEJA Maré). Marielle was one of the people who helped build this Forum. | Beginning of the trial of the ADPF das Favelas, with the aim of ensuring that police operations in the state of Rio de Janeiro take place within the law, without violations of rights, abuse and violence.

2018

Activities focused on reducing harm caused by armed violence, such as the "Harm Reduction Plan for Violence in Maré," based on a public consultation in the territory, and the event "Disturbing Judgment - Civil Public Action" in July. | The Forum pressured authorities to comply with the ACP requiring the presence of ambulances, cameras, and GPS in police vehicles during operations. | In September 2018, the Forum invited candidates for the position of Governor of the State of Rio de Janeiro for a debate. About 300 people were able to hear the governance proposals for the territory of Maré.

2017

Construction of the "No More Violence Forum! Another Maré is Possible..." Manifesto Letter | Extended Forum meeting that gathered around 200 people to construct the manifesto letter | March against Maré Violence - a walk in Maré that brought together more than 5,000 people in a peaceful protest, demanding an end to violence in the 16 favelas of Maré.
