The right to public security and access to justice in a broad and available way to all are some of the central pillars that guide the work of Redes da Maré in this thematic axis. Since 2009, the team that works on this axis has been developing actions that aim to demand the attention of public authorities for the realization of fundamental rights for populations in favelas, including the right to public security. The Right to Public Security and Access to Justice axis aims to confront violence, strengthen and consolidate a public security policy and justice as rights for the residents of the 16 favelas of Maré who suffer from violations of rights in the context of public security practiced by the Brazilian state.

Through consistent work that prioritizes listening to residents and understands them as subjects of rights, the Right to Public Security and Access to Justice axis of Redes da Maré has become a reference for policies and actions in favela and peripheral territories in Rio de Janeiro and the country. An example of this was the Maré Letters campaign (2019), which contributed decisively - along with other strategic actions - to the re-establishment of the Civil Public Action that impacted the way police operations occur in Maré and inspired the composition of ADPF 635.
